    The legal status in Germany and the EU

    Poppers stay outside German narcotics law. The federal drug and addiction report leaves them out entirely. The health ministry once treated them as medicinal products. The European Court of Justice lifted that classification in 2014.

The theory was soon debunked, the stigma stayed. The rave scene of the nineties brought it back.
